Bug: “Use theme styles” preference resets on refresh

While editing a post in the Block Editor, the “Use theme styles” preference (Make the editor look like your theme) fails to save. When the setting is toggled OFF, it automatically resets to its default state after a page reload (F5).
Steps to Reproduce:
- Open any post or page to edit in the Block Editor.
- Click the Options menu (the three dots / hamburger menu icon in the top right corner).
- Select Preferences and go to the Appearance section.
- Toggle OFF the “Use theme styles” setting.
- Refresh the page (F5).
- Open the same Preferences menu again. The setting has reset and is no longer toggled OFF.
