There are indeed some places where we don’t forcefully invalidate the cache but perhaps should, thanks so much for noting that, especially the language change, didn’t really thing about that at all! We’ll definitely work on these.
As a workaround however, you could use the WordPress Customizer (Dashboard – Appearance – Customize, where you can change the Site Title, Tagline, manage widgets, etc., and all the cache should be invalidate as soon as you hit the Publish button.

Folder wp-content/cache/surge is not cleaned up after plugin deactivation.
It should be cleaned up if you uninstall the plugin.
Let me know if that’s not the case.

I understood that as also “clean up the folder”.
There is no need to keep cache files after plugin deactivation.
Also advanced-cache.php is not removed after deactivation which leads to problems if user wants to try another cache plugin like WP Super Cache.
Other cache plugins clean up in a different way at deactivation.
Apologies if that sounds a bit misleading. During deactivation Surge invalidates the cache, but doesn’t actually delete anything. If you’d like to remove Surge, you’ll have to hit that Uninstall link from the Plugins screen, which will also remove advanced-cache.php (if it hasn’t been overwritten by another caching plugin already).

File advanced-cache.php should be removed if a cache plugin is deactivated, same for any cached files.
WordPress currently still shows an active Drop-in “Advanced caching plugin” in plugins list after Surge is deactivated.
Other cache plugins we have tested are not overwriting advanced-cache.php but check for existance and complain instead.
No need for workarounds or help how to do things, we just report bugs here.
