Bulk Actions Missing

I’m missing the fields for bulk actions. How can I get them back? When I refresh my page the fields will quickly flash at the top of my screen but disappear. I can also checkmark multiple users but cannot complete any bulk actions due to the fields being missing. I’ve tried different browsers but it’s missing for all.
