on this page /wp-admin/admin.php?page=wc-reports&tab=customers&report=customer_list i see different action buttons coming from Woocommerce and one of those buttons is to link previous orders to existing customers see here: https://paste.pics/R0U44
This action will connect guest orders with existing customer accounts by email as i can see. So if a customer log in with the new customer account, the customer can see then the to him/her assigned previous orders (as a guest).
This action works but it needs to be done for every single customer.
My question was if there is a function or plugin which could do that in bulk.

I am unable to find that button on my test website.
I noticed that in your screenshot, it is not appearing on some rows as well.
Could you share your site’s System Status Report?
It will help me understand your site settings and find out why I do not see that button on my test site.
You can find it via WooCommerce > Status.
Select Get system report and then Copy for support.
Once you’ve done that, you can paste the text in https://gist.github.com
After that, you can paste the Gist link here in your reply.

I have reviewed the SSR you shared and noticed that there are 39 active plugins and several plugins are for WooCommerce features.
Could you disable all the plugins just for the time being and then check if that Link button still appears in the Reports section? I suspect that this is a feature added by one of these plugins.
You can enable the plugins back after you have verified this.
