I had the same problem. Try to temporarily deactivate some plugins.
In my case the plugin “Admin Columns” was the culprit.
Yeah i just noticed this small bug too: disabling the Admin Columns plugin re-enables Post Type Switcher Bulk feature in a list.
The option is not available as long as Admin Columns is enabled, too bad.
If you are using Admin Columns and have customized your view, you just need to make sure that Post Type (labeled Type) is one of the columns in your view, then you will get Post Type option in the quick edit and bulk edit screens.

The Bulk option doesn’t work for me, and I do not have Admin Columns. I tried removing most of my plugins, leaving only the essentials, and it still doesn’t work.
