I tried another way:
add a button by shortcode in (content after header)
I wanted to create a proprietary mobile menu for mobile users and did it.
i changed the setting in mobile menu > Breakpoints > custom media query section.
result:
when i changed custom media query for show a full menu on small device , it will show main menu, not mobile menu.
No, you don’t need ocean elementor widgets. You will need three widgets to create a custom header template
1. >>Custom header nav (OceanWP basic widget)
2. Button (Elementor widget),
3. Site Logo – use a third party plugin like Press Elements available in wordpress repository.

since that not possible to use a background image for header in elementor , so should be my header with a white background and is not very interesting.
