It looks like the user you’re logged in with is not an Administrator.
Your user doesn’t have access to see it.
Is this a multisite installation?
there were company working on the site before me. As they said they gave away admin log in, so it should be admin.
As of multisite instalation – it is not.
Is the plugin “adminize” installed? Look in the file system via FTP or via your hosting control panel, in the directory wp-contents/plugins. If so, delete it. If not, what plugins are installed?
There is no adminize plugin installed.

Were you ever able to see the plugins link on the dashboard? Or is this new? If so, what’s changed recently?
As long as I had access it has been the same way.
How did you get access in the first place? I think you need to contact that person.
You said your login “should be admin”. Have you looked at yourself under USERS to see if you are an administrator?
