Buttons Publish, View, Code, etc.

    Why are the major control buttons such as Publish (on the web), View (pre-view web), Code (HTML), Insert, etc. scattered all over the place? One has to scroll down to find the Publish button.
    All this major control buttons should be place in the top part of the page. The Toolbar plug in helps a little, but the correct and easy access of the, as said, major control buttons, should be improved.
    Take a look at e.g. Dreamweaver.
