Call to undefined function add_action() error

    The site is performing poorly and sometimes won’t load at all. This is an error that appears in the logs. Any ideas what I need to do to fix it?

    Hello.php is the hello dolly plugin, that comes installed with a fresh copy of WordPress. Feel free to delete the plugin, with no adverse effects to your site.
