I understand that you can add the country to the list of blocked countries but traffic from there is not blocked despite that, right?
If this happens also with other plugins it would mean that very likely “something on a way” might be “changing” IP. By “changing” I mean that in some cases CDN or badly configured proxy/firewall on server can forward incorrect IP address. So instead of real IP the Defender and other plugins would just see e.g. internal IP of your host in each case. That would obviously make any country-blocking inefficient.
But that’s just one of possible reasons. Are you already blocking some other countries and can you confirm that these are really blocked or not?
If you don’t block any other countries, could you try it and see if it works?
