Can access wp-admin checkbox not working

Try unchecking the “Force hiding adminbar in frontend?” checkbox in the settings of the role you allow access to the wp-admin.

Try with the “Can access wp-admin?” checkbox checked, for the role that requires access to wp-admin, also enable in the login settings – redirect to WordPress Admin (Ultimate Member > User Roles > Edit role > Login Options – Redirect to WordPress Admin) and check what happens after login.

Please check if you are using multiple roles for a user with a higher priority set to a role that does not have access to wp-admin.
