Can “Create new topic” be changed?

Is it possible to change “Create new topic” to something else for certain forums? For example you have 20 forums and for 10 of them you want the prompt to be something else. Can that be done? If the answer is yes and you do it with CSS, can it be done with 1 command if the forums to be changed all have the same root? So you wouldn’t need to specify the forums individually, you could just specify the common root and then the command would filter down to all the sub-forums. One command would be great since I’m dealing with many forums but even if it would take many commands I’d still like to know. Thanks.
