Hello! Can guests submit a support ticket with JS Support Ticket? In other words, is there a way that even users that do not have an account or are not logged in, can submit a support ticket?

Hi,

Yes, guest can create ticket in JS Support Ticket.
Check this configuraiton.
Admin > JS Support Ticket > Configuraitons > Ticket Settings > Visitor can create ticket
