I do not realy understand exactly what you mean.
For your blog posts you can indeed activate or disable your comments section without a hassle.
Or do you need your comments somewhere else on the website?Or do you need a poll?? Where visitors can give their answer to a question you asked?

1. Only comments can be written.
2. It is a service that does not require login.

If you go to settings –> comments you can enable/disable comments for future posts.

My Theme is SimpleKey Theme , it is one page theme.
I need comment function ! but not notice board .
↑ it is Line based comments …
example .. hmm… soccer player support site , it is many people writing commend line.
