Can i do this with wordpress?

Hi i’m new here. Hope you guys can help.
I have a few WooCommerce stores. But setting up these stores is as much as i understand regarding building websites.

I am looking for a ready made CMS/script/plugin that does the following.

The idea is to have a board where clients can post their needs, and businesses can send a quote/proposal.

-Client side: posts a need (example: a car – Honda Civic from 2002, Diesel, 5 seats, etc etc)
-Business side: auto companies answer that client’s request with 1 or more offers from their auto stand company.
-admin side: ability to edit everything related to the client/business sides – name, contact info, delete, add new business’s, newsletter integration, payments (only for businesses).

Business model: Businesses would need to spend 1 credit to see client’s contact information & submit their offer. For the client, the use of the website would be FREE.

Nice to have: ranking/feedback system for clients and businesses.

Can anyone point me to a ready made system or plugin(s) for WordPress that does all this?
