Greetings,

Can Leaflet allow you to place points and other stuff on a Large JPG image that is from a video game world?

Would I need to do some convert for the JPG image?

yes, you can set a custom basemap via settings / basemaps / custom basemap 1 for example. Nethertheless you need to create a basemap for example with http://www.maptiler.org/ first.
