Can not access admin getting Parse error

    I can not access my admin on WP, I am getting the following code.

    Parse error: syntax error, unexpected ‘::’ (T_PAAMAYIM_NEKUDOTAYIM) in /XXX/XXX/public_html/wp-content/plugins/the-seo-framework-extension-manager/inc/traits/core/ui.trait.php on line 174

    It has not affected the site itself and is still accessible to the public. Any ideas what would cause this?
