Which version do you use? Please update to the latest version.

Please try to disable all other plugins and then save it. Other plugins may cause problems with your operation.

All other plugins are disabled.
I tried it on two websites (live, local dev), same problem.
It was the latest version of the WP repository.
Problem with 1.1.8 also on 1.1.7 but not with 1.1.6
This is very strange. Are you sure version 1.1.6 works well? There is no change in version 1.1.6 that is related to “save”.
If you can send WordPress access to your site then I can check it.

Or if you can send a full backup of your website (db and files). Because then I can test it.
If you can not send access, please try these:
- Try to change and save a post. (because this is default, this is handled by wordpress core)
- Try to change and save a download title. (because this is default, this is handled by wordpress core)
- Try to change and save a download description. (because this is default, this is handled by wordpress core)
- Try to change and save a download file url. (because it’s meta, this is handled by the plugin)
- Try to change the download category.
- Try to Quick Edit download title and category in list view.
- What is the user’s role? Administrator?
And one more:
Go to Downloads > Settings, change Public to Enabled, save, after then change Public to Disabled and save.

Only the Settings page are not saveable.
I saved the settings with version 1.1.6 and they stayed save also updating to 1.1.8 but with 1.1.8. once again i can not change it again.
