Can User Information be Imported?

I’m just wondering if there’s a way to bulk update member fields. I need a plugin that allows a way to import NEW members, and a way to update the fields EXISTING members. We have data that off-site user activity affects week to week and need to import updates to custom fields explaining the clients’ current data usage relative to their current data plans month to date.

Is this achievable with this plugin?
