If that’s the case, it looks like your caching plugin might be preventing pages from updating. You’re correct – you have already deactivated Jetpack’s Stats feature, and the tracker should not appear.
Looking at your site’s source, I saw this:

1534376397 is Unix’s Epoch time, and was about ~70 minutes ago from the time I’ve sent you this reply. Have you turned off Stats within the past 70 or so minutes? If so, please purge the cache and try again.
