Cannot add an event location

Hi! So I am having an issue where me, the admin, am the only user role that can create or select a new location when creating or editing an event. When other user roles try to add or select a location for their event, it says ‘You do not have proper permission.’ It was not like this a 10 days ago at least. Now, they are able to go into the locations submenu and add a location there ok, but not when they open an event up and try to select/add one. Any ideas? Locations are highly important haha.
