Glad to help. USP does not provide any functionality that deals with comments, so most likely there is something else happening. The first thing that comes to mind is, are comments enabled on the post itself?
I have just realised that there was an existing Page with the same name as the User Submitted Post so that when I edited the “Post” I ended up editing the Page
This was why I could not add a comment to this post.
I have deleted the Page and now everything works
What I don’t understand is how WordPress can allow that to happen
Perhaps you would like to try it on your system
I have ticked the “Unique Titles” box now but perhaps it is still possible to name a post with the same title as a pre-existing page
USP is using the title of the post as the URL of the post
If I create a post normally, it uses the date as part of the URL, i.e. https://ebps.org.uk/2018/12/02/
What do you think?

Yeah I have no idea what you may be dealing with.. never heard of anything like that before. Let me know if I can provide any specific infos about the plugin itself. Glad to help however possible.
