Cannot Add User

Every time I try to add a user, the person never receives the confirmation email to activate their account. I’m an admin on the site.

The Help option at the top of the Add User page says “New users will receive an email letting them know they’ve been added as a user for your site. This email will also contain their password. Check the box if you don’t want the user to receive a welcome email.” However, there is no box for me to check that will bypass the email option. And if I don’t bypass the email option, they never receive the email and then can never login.

How do I add users without running into these problems?
