I just found out the issue is due to browser. Font size change appears in Chrome, but not in Firefox. Ajax pull down is ticked.

I checked your site and found that the css file
wp-forecast-default-nowp.css is not found.
Can you check this file is in the wp-forecast directory please.
If you use wp-forecast in an iframe (e.g. via shortcode) you have to edit this css file for making changes.

Yes, I tweaked and added back ..nowp.css, the font now can be resized.
Any idea why I can resize the table because bigger font for forecast will cause the alignment off.

Yes, you can use a shortcode parameter to specify the width and height of the iframe.
[wpforecast id="A" width="300" height="500"]
