Cannot connect business

Trying to connect to business using profile ID. Connect button is muted green and is not clickable.

Are businesses who deliver services to customers and don’t publish a store location because they lack a physical storefront disallowed use? When searching with my company name on Google Business Profile, you don’t find me. Entering my profile ID doesn’t work. Feels like a waste of effort when it fails this most basic first step. Do I have to have an account with IO? If so, why isn’t it telling that?
