Cannot connect during setup (I’ve checked everything)

Not connecting to database during the installation, the database is up and I can connect using “mysql -u wpuser” from the terminal just fine but if I do it from the setup page it doesn’t work.

Followed many guides and I’ve set this up countless times before so I’m sort of at a loss.

Other apache sites work on that server as well.

Server is hosted in Azure if it makes a difference

I even tried doing the Grant all to remote and it didn’t work. (changed it back since then)
