Cannot delete menu items, cannot posts, cannot change widget

When I delete menu items they are not saved: they appear again after pressing ‘save’. When I make a post it is not saved (not even in draft). When I change a widget – any change at all – and press save, it looks as if it is saved, but when I return to the page again it has not been saved.
I have followed previous recommendations:
I have deactivated all plug-ins (did not make any difference);
changed theme (did not make any difference).

Do you have a caching plugin on your site? Have you tried clearing the cache on that?
Yes, I have tried to clear cache. Also tried to re-install WordPress.

I am trying to remove from the menu all the pages regarding the riding simulator. I deleted one page but of course that did not remove it from the menu – just shows ‘page now found’.
Have you changed it under Appearances > Menu?
If that’s not working, please deactivate ALL plugins and switch to a default theme (Twenty Fifteen).

I have now de-activated all plugins and I switched to the theme twentyf-fifteen, as sugggested above, but again, I cannot remove any pages from the menu. Whenever I press ‘Save’ they appear again.
Something else is wrong:
Having switched to twenty-fifteen theme, the menu does not show, and the correct home page does not show. I have changed the home page several times to different pages, but the home page continues to be a ‘post’ page, and not a static page (despite having ticked that box). So the setting is correct but the result is wrong.Correction to last post: the home page is now correct, showing the menu.
Okay, so it does seem to be working now? IF not, you DO still show a caching plugin as active:

The problem persists: I cannot delete pages in the menu.
I did deactivate “WP Super Cache”. At least is it shows it is deactivated.The problem is now solved. The hosting company had messed up entries in the php.ini file – and reducing memory to zero. I only discovered this accidentally.
