First of all, Hummingbird is a free plugin. It does include some premium modules as well, like automated scanning, uptime monitoring, enhanced minify compression with up to 2x the regular optimization, CDN hosted minification. In order to activate these, you need a premium WPMUDEV subscription.
In general, as it’s a performance plugin, enabling similar features in multiple plugins like Hummingbird and Jetpack will most probably lead to conflicts indeed.
I’m not sure why it can’t be deleted though, as this seems like a server or caching issue and it’s not something that Hummingbird can do. I also tried to replicate in a couple of testing sites of mine and it was removed successfully.
Can you try to flush all caches that comes from plugins or server-side caching?
If that doesn’t make any difference, I’d rather contacting the hosting provider about it.

I am having the same issue. I was deleting my plugins on the site to do a test and now it won’t let me update any other plugin or theme. And the pages won’t clear cache to see updates no matter what I do. http://www.bassanocheesecake.com

Is the Hummingbird not showing on the plugin list causing some issues?
If so, could you create a new topic and we can take a closer look at why this is happening on your Hummingbird?
