Cannot dispute commercial classification

I am being told I have been classified as commercial and can no longer access stats with a free license. I have no commercial elements on my site though. When I try to dispute my classification, I go to https://wordpress.com/stats/purchase/AmericanStasi.com

and it tells me I already have an active free license and there is no dispute to have. I have discontinued the current free license, recertified my site as non-commercial, gotten a new license and activated it, and the site again tells me I have an active free license, but when I go to the stats page, it blocks stats and tells me I need to upgrade to commercial, and there is no ability to dispute it because if I try to dispute it, it tells me I already have a free license active and approved, and there is no need to dispute anything, and I am not classed as commercial.
