Cannot figure out how to restore using phpmyadmin

I made the stupid mistake of thinking it would be easy to restore my blog from a WordPress backup. I made the backup and ended up with an sql.qz file. Later, I learned that I needed to install wp-phpmyadmin to restore, so I did. Now, I have no permissions to create a new database, nor do I have permission to restore the old one. When I try to restore, I get this error message:
#1044 – Access denied for user ‘yscr_bbaq0z’@’localhost’ to database ‘blog3’
Who the heck is ‘yscr_bbaq0z’@’localhost’ and what do they have to do with my blog?
I’ve spent a week looking online trying to find something that just walks me through the process step-by-step, but I cannot seem to find really simple instructions, such as “Go to this file and change this line” or “Go to this tab and in x field, type xxx.”
I am NOT a programmer and I wouldn’t know sql from my elbow. I am about to despair that I will ever get my blog content back. I need phpadmin and restore instructions for dummies, please. I can’t believe that after the fuss WP makes about backing up your files, there are no simple, clear instructions for a restore.
