Cannot get upgrade to install

Up graded to 2.5.1 but cannot get the install to work i get the error message.

Lines 19 & 20 read;….

define(‘ABSPATH’, dirname(__FILE__).’/’);
require_once(ABSPATH.’wp-settings.php’);

Any help appresiated
