Did you try and deactivate the plugins and try may be one of the plugin is conflicting.
If you can drag and activate one plugin at time to ind the one causing the problem.

Have removed all plugins and still cannot do it.
Using Ftp replace all files and folders except wp-content folder and wp-config.php file and see if you get to work.

No Luck
If I put the mouse over the widget, it puts the arrows on the screen, I hold down the left mouse button and drag, but just highlights things and never moves the widget
Who is your host and did you check with host if there was any setting that they need to change.

I am the host….
I checked security in IIS and directory security and no luck with that
If anyone has ideas, I’m up for them!

Also noticed that other things don’t work like when I click the help on that screen, had to turn ON disable visual editor when writing so I could see the code on the page, etc.
Really weird stuff!
