ohk so i realised my image was a broken image so thats resolved, i can now upload other images and they work perfectly but i still have the same message in my genaral settings portion saying,

and my icons on the dashboard i.e. apperance, plugins etc disappear when ever my mouse pointer hovers over it. i also noticed that when i connect my moderm to my laptop and connect to the internet everything corrects itself
and also my profile image is supposed to display a default image but it displays a broken image instead.

I think it’s a problem with the Apache configuration. You’ll need to check the error log file(s) to get more specific information.
Local installs frequently have problems with communicating with ww.wp.xz.cn (i.e. for automatic updates) because of the many security issues involved with having a local Apache installation.
You might want to consider using XAMPP instead of WAMP. I’ve used XAMPP many times without problems:

ohk so the latest builds for xampp for windows are all 32bit so i tried bitnami instead, which is almost similar and i seem to have the same problem only that i dont get the mwarning message anymore and the icons on my dashboard sometimes behave the same way.
Hey Anthony and the rest of you guys, i finally found a solution to my problem. Its a browser problem associated with the lastest build of google chrome (chrome 45). I found this at this site and solutions to it.
