When editing a page, have you checked the Allow Comments checkbox?
It should appear under the Discussion heading, if you can’t find it click the Screen Options tab located at the top of the page to enable it.

I somehow cannot see comments on my website

what I did so far
settings->discussion-> Default article settings – all checked
Disabled all plugins -> did not help
Changed to 2016 theme -> did not help
Any more ideas?
