Not enough info. Is this a new install with imported posts? Did you double-check via FTP if you were able to uploaded WP files? If not, re-upload missing WP files.

No, this is not a new installation. But an upgrade.
At the moment I just have 2 categories.
In “manage categories” both show.
But in writing of a post there is no selection box to select a category for the post being written, nor the possibility of creating a new category.
I would appreciate you assistance

Ok,it’s good you didn’t lose your categories or that would have meant going to your phpMyAdmin to fix database.
First thing is to log out and refresh browser. Check if you can see the category selection in post and edit view in at least two browsers. View Page source of the write post or edit page and look for category selection boxes. If you can see them in source, then it might be a case of the wp-admin.css which needs to be re-uploaded.
If that doesn’t work, delete wp-admin and wp-includes folders and re-upload new copies of wp-admin and wp-includes folders. Then visually compare in FTP that all files and folders have been uploaded. Refresh browser/s again before logging in.

what version of wp did you upgrade from? one thing to note is that the category selection box is no longer in the right hand column, its in the main column, below where you write your post.
