I understand you want to translate the “add to coupon” link on the cart page.
I checked the current translation progress to Slovenčina and it’s less than 3% for the stable release.
I suggest you contribute your translation from here to help other members of the Slovak community. 😃
Otherwise, I found this guide from TranslatePress on how to translate Gutenberg blocks. I suggest you give it a try as well.

The problem I’m experiencing is that when I sync Woocommerce Blocks POT template in Loco Translate, it doesn’t contain the string “Add a coupon”. I’m struggling to wrap my head around it 🤔

Loco Translate does not support certain strings in WooCommerce Blocks as Gutenberg blocks don’t function like regular WooCommerce templates.
I suggest you try TranslatePress per the article linked above, alternatively, you can ask the plugin author to support strings generated by the WordPress JavaScript i18n API.
