Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the default theme to rule out any theme-related problems?
– resetting the plugins folder by FTP or phpMyAdmin? Sometimes, an apparently inactive plugin can still cause problems.
* So, you can definitely access other “options” pages in the admin (e.g. permalinks, discussion, etc.)?
* What is your user role? Admin?
* Have you used any type of role, capability, or access plugin?

I read about the use of the htaccess and as i said i can’t use it. I there any other way for that?

i tried to change the functions page of my theme and then the default theme and it gives me back the same error, just on those pages..
Is this a new install? Or did you upgrade recently?
