I cant activate, is just loading when I press Optimize Cloudflare for WordPress.

Looks like the Cloudflare plugin developers are far more active and responsive on Github. I suggest you use https://github.com/cloudflare/Cloudflare-WordPress/issues/new to report this issue IN DETAIL, so that we can all benefit.

Can you check your browser console for any errors when this happens?

Can you see any messages in error_log or wp-admin/error_log?
