Try writing a post and placing it in the new category. Is the new category visible for choosing it?
New categories only (used) to show in menu’s after having at least one post in them.
The thing is that I can’t eaven create new categories.. So I can’t place the post in it.. Not even when I try to make a new category in Posts -> add new -> add new category..
Nothing seems to happens when I click “add”

And no error reported? In that case I would try re-uploading most of the WP files, especially wp-admin and wp-includes (presuming you have ftp access for uploading, otherwise do a re-install, the way you did before).
I re-uploaded the files wp-admin and wp-includes folders and it worked!
