2nd option.
I launched it first time and i can’t add or import any game.
I cannot reproduce it unfortunately. I just installed v1.7.1 on WordPress 4.2.4 and I was able to create a game during on-boarding.
Would you mind telling me what version of WordPress and WP-Clanwars you use?
WordPress 4.2.4 and ClanWars 1.7.1

No, I doubt that.
As a quick solution, Re-activate the plugin and see if it helps.
If it does not help, please open database, check if the following tables exist and report back the results:
– wp_cw_games
– wp_cw_maps
– wp_cw_matches
– wp_cw_rounds
– wp_cw_teams
You can use WordPress plugin to browse database, I suggest this one:

(it adds the menu under Tools section in your WordPress admin)
Yes, i have these tables.

Delete the plug-in. Remove all of mentioned above tables from your database. Install plug-in from WordPress Plugins. It could be some other plug-in is conflicting with WP-Clamwars. I really can’t tell without looking at the actual installation.
