Can’t Add or Delete Plugins

    I cannot see Add New button in the Plugins page, and I cannot delete any plugins.

    1. I tried deactivating all the plugins and activating them one by one
    2. Changed the theme temporarily to a different theme
    3. I am in admin mode.

    Still, I don’t see the Add New option in the plugins page.

    What could be the possible problem.
