Can’t change WordPress language

    I’m trying to change the language of my site. I’m on a fresh install of WordPress 5.2.2 with almost no plugins, just Advanced Custom Fields.

    I’ve found lots of blog posts and guides saying that I just need to go to Settings > General > Site Language and change the language with that dropdown menu. But when I click that dropdown menu, no other languages appear. It only shows English (United States).

    I’ve spent about half a day searching everywhere for an answer and every resource I’ve found says that I’m supposed to see more languages in this selector, but there aren’t any. Can someone help?
