can’t clear cache for js scripts

I have created a custom js file for my site. It’s very basic and currently only inserts a link into 2 divs. If I have the plugin turned on, any changes I make to the script do not show up on the site. I have:

1. cleared cache and minified css/js cache
2. cleared browser cache
3. hard reload (ctrl-f5)
4. cleared cache on CDN
5. turned plugin off and on – which creates havoc in my .htaccess file

If the plugin is off, everything updates and the js script runs with no issues. If I turn caching back on, then it picks up a previous version of the script and refuses to acknowledge there is an updated file on the server.

Suggestions? Right now, I have the plugin turned off.
