Can't create a new network

I upgraded both WP and WP-Multi-Network and now I cannot create any new networks. I also changed my admin username for security purposes. I was having trouble accesses my Multi-site network settings, but fixed that in the database, could this be a related issue? If so where do I find the permissions to “create a new network” with this plugin in the database? If not, what could be the issue?
