Settings > Discussion only sets the default for future posts and pages, it doesn’t turn off comments site-wide.

Ok but why after saving the setting, it actually doesn’t save it and it shows, again, comments active for future posts?
The same happens at Settings > Discussion in your Dashboard, outside of Jetpack?
Ok, this may be a plugin or theme conflict. Please attempt to disable all plugins, and switch to the default Twenty Nineteen theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

I’m using WordPress linked to jetpack and I am not able to disable comments. If I go to https://wordpress.com/settings/discussion/ and turn off comments, it seems jetpack doesn’t save the new settings; the same thing happens when I try to disable via discussion inside WordPress setting on my website. I have the cache disabled for admin as well a Cloudflare optimization so, I don’t know what it is
