can’t display menu

    Hi, I tried to display a menu, with a few menu items on it. To my surprise, I can not find the icon that would allow me to add the menu block in a page.

    Could this be because I am using wordpress 5.2.1.?
    if so, is there another way to display the menu in a page, say a shortcode?
    your help will be much appreciated.
