This may be a plugin or theme conflict. Please attempt to disable all plugins, and switch to the default Twenty Nineteen theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

This is a problem with Gutenberg’s editior.
I’m having the same issue on both my websites. And it has nothing to do with plugin conflictions. Because the newest website has no plugins at all.
When you cick Preview to preview an as yet unpublished post or page it stays in “saving” mode forever and in the new page it says it’s “generating preview” mode in perpetuity. The two never stop and finally load.

I would much prefer not to be forced to adopt the new Gutenberg buggy editor and it’s unclear how to switch back to the original editor without using a plugin or code. Why isn’t their a simple method within the dashboard to do this?
I found a lame ass workaround for this problem: Hit publish in Visibility Private then it will let you “preview” your privately published post.
Really lame.
Whatever the problem is with one of my client’s site — and just one site because the duplicate of the exact same site works on a different domain on the same server that we use as a backup — is definitely NOT related to a plugin conflict or theme issue…
HealthCheck is cool but does not resolve whatever the issue is… that recurs after WordPress core updates.
