Can't hide WordPress update message

    Hi,
    I have been trying to hide the yellow update notice for some users but I can’t achieve this. There are two options provided to hide it: in the admin bar options (WP & plugin updates) and in menu-option (update-core.php) but neither of these works.

    How can I solve this?
