Cant install wordpress on localhost

I’ve been using wordpress for years and this is the first time this has happened to me. Anything different is that i just recently formatted and reinstalled windows.
Everything is fine until I get to step 2 of the Installation process. It doesnt create an admin in the database. Here is the screenshot I get.
I’ve tried both xampp and wamp and still no workies
anyone know whats wrong?
