If you are looking to customize the orders report on the Dashboard, you should use the template under /dashboard/orders.php instead.

You are trying to change the template for the orders report on the dashboard. The template that you should be using is from /templates/dashboard/orders.php.
The template that you are using is from /templates/orders/orders.php.
